Place a large skillet over medium-high heat and when it is hot, add the oil.
Add the garlic and cook until lightly browned , about 1 minute.
Add the bell pepper, and onion and cook for 2 minutes.
At this point, add the frozen peas, ham, and shrimp and cook, stirring constantly for a couple of minutes. Then add the eggs and rice and keep mixing ingredients.
Add the scallions, cabbage, spices, salt and pepper, continuing to stir until 4-6 minutes.
